University Signs Agreement with Yueyang Nanhu New District to Co-build Innovation and Entrepreneurship Incubation Base for College Students
Better Serving the “Sci-Tech Innovation + Culture-Tourism” Industry Development of Nanhu New District and the Cultivation of High-Quality Applied Innovative Talents at the University



Campus News On the morning of April 15, the university and YueyangNanhu New District signed an agreement to co-build the Huangmeigang Wetland Park Innovation and Entrepreneurship Incubation Base for College Students (Hunan Institute of Science and Technology Innovation and Entrepreneurship Incubation Base). This initiative aims to implement the Hunan Provincial Party Committee and Government’s “Seven-One” Action in support of college student entrepreneurship, fostering momentum and driving force for Yueyang’s high-quality development. Attending the signing ceremony were Wang Yadan, Secretary of the Nanhu New District Party Working Committee; Jiang Qisheng, Deputy Secretary of the Party Working Committee and Director of the Administrative Committee; Su Dong, Member of the Party Working Committee; Zhang Guoyun, Secretary of the University Party Committee; and Vice Presidents Xu Zhenxiang and Ding Yuejiao.
Guided by the principle of “resource sharing, complementary strengths, mutual benefit, and common development,” the university and Nanhu New District will jointly establish the Huangmeigang Wetland Park Innovation and Entrepreneurship Incubation Base (Hunan Institute of Science and Technology Innovation and Entrepreneurship Incubation Base). By actively responding to the national innovation-driven development strategy and making full use of the 6,520.97-square-meter site, the base will support Nanhu New District’s “Sci-Tech Innovation + Culture-Tourism” industrial development strategy and the university’s goal of cultivating high-quality applied innovative talents. It will establish a collaborative education mechanism between the university and the local district, create a full-chain innovation and entrepreneurship practice platform, and provide comprehensive support—from idea generation and project incubation to achievement transformation and market implementation—for entrepreneurs including teachers and students. Efforts will be made to develop the base into a dynamic engine for regional innovation and entrepreneurship ecosystems.
Zhang Guoyun expressed gratitude to Nanhu New District for its long-term support of the university’s development. He noted that the provincial party committee and government regard promoting college student entrepreneurship as a major strategy for Hunan’s long-term development. The in-depth cooperation between the university and Nanhu New District in innovation and entrepreneurship, and the co-construction of the incubation base, represent a forward-looking strategic move that actively implements the decisions and arrangements of the provincial party committee and government. The co-construction of the incubation base is another new attempt by the university to extend its innovation and entrepreneurship efforts beyond campus, engage more closely with society, and serve the local community. He emphasized that both parties should take the signing of the framework agreement as an opportunity to establish a more effective communication and cooperation mechanism, provide comprehensive support—including funding, policies, venues, and platforms—for college student innovation and entrepreneurship, and strive to overcome the “last mile” challenges in serving college student innovation and entrepreneurship.
Wang Yadan stated that the signing ceremony marks a new phase of cooperation between Nanhu New District and the university. Upon completion, the incubation base will facilitate in-depth collaboration in areas such as entrepreneurship incubation, educational tourism, and talent cultivation, further promoting the close integration of industry, academia, and research, and accelerating the transformation of innovation and entrepreneurship projects as well as scientific and technological achievements. Nanhu New District will create favorable conditions and provide diverse platforms for the development of the incubation base. She expressed hope that both parties will work together to build the base into a prominent name in Hunan’s innovation and entrepreneurship landscape, inject new momentum into the high-quality development of Nanhu New District, and deliver satisfactory outcomes for the Fourth Hunan Tourism Development Conference.
Xu Zhenxiang and Su Dong signed the cooperation framework agreement for the incubation base on behalf of both parties, with Wang Yadan, Jiang Qisheng, Zhang Guoyun, and Ding Yuejiao witnessing the signing. Representatives from relevant departments of Nanhu New District, as well as heads of the university’s Party and Administration Office, Admissions, Employment and Innovation Entrepreneurship Guidance Office, Finance Department, Logistics and Infrastructure Department, Audit Department, and Education Foundation attended the signing ceremony.
